1. The Government of the People’s Republic of China has received financing from the World Bank(WB) and the Global Environment Fund(GEF) towards the cost of China Renewable Energy Scale-up Program Phase II, and intends to apply part of the proceeds for consulting services of Establishment of the testing technology system and personnel training for the offshore wind power testing center.
 
2. The project overview is as follows:
China Renewable Energy Scale-up Project (CRESP) is a renewable energy policy development and investment project jointly undertaken by the Government of China (GOC) and the World Bank (WB) and the Global Environment Fund (GEF). The purpose is to investigate China's renewable energy resources and learn from the experience of renewable energy development in developed countries in order to develop China's renewable energy development policy, which can support renewable energy technology advancement, establish a renewable energy industry system and gradually realize the scale development of renewable energy in China. This project could prove high efficient and commercial renewable based electricity to replace coal-fired power generation and make positive contributions to the global environment.
The second phase of CRESP includes policy research, technology research on renewable energy grid integration, renewable energy technology advancement, pilot project of renewable energy and capacity development and investment. The strategic point is to promote the technology development of offshore wind power. Considering the importance and necessity of offshore wind turbine testing capability for offshore wind power technology, CRESP Phase II will support the project – “Preparation for and Capacity Building of Off-shore Wind Turbine Testing Center” as a key task.
The main target of project “Preparation for and Capacity Building of Off-shore Wind Turbine Testing Center” is determined as the establishment of a world-class offshore wind turbine testing center. Based on close cooperation with international institutions, selection and design of the testing center and capability development of the testing staff will be carried out in order to develop the design scheme of full-size testing platform of the wind turbine drive train and blade, the full-scale ground testing capability of the offshore wind turbine drive train and blade, the testing and certification technology system of the offshore wind turbine and a high-quality talent team. China Electric Power Research Institute (CEPRI) is responsible for the specific implementation and daily management of the project “Preparation for and Capacity Building of Off-shore Wind Turbine Testing Center”.
As part of the “Preparation for and Capacity Building of Off-shore Wind Turbine Testing Center”, the consulting services for “Establishment of the testing technology system and personnel training for the offshore wind power testing center” include: Task 1 The review of the parameters, function and design of test benches, Task 2 Construction of test capacity for offshore wind turbines, Task 3 Certification methods and process optimization for offshore wind turbines, and Task 4 Offshore wind turbine performance evaluation based on long-term test data. 
 
3. The consulting assignment is expected to be implemented for 12 months and is scheduled to begin in January 2020 and end in December 2020.
 
4. The qualification requirements for consultants are as follows:
(1) Qualified as an International Laboratory Accreditation Cooperation (ILAC);
(2) Equipped with drive train test capacity;
(3) Equipped with blade test capability;
(4) The number of test models that have been performed will be an important consideration in relation to previous experience.
(5) The experience of offshore wind turbine testing will be an important consideration in relation to prior experience.
 
5. China International Tendering Co., Ltd. on behalf of the Client, China Electric Power Research Institute (CEPRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The information shall include, but are not limited to: (1) Company business license, (2) Contacts and contact details (address, phone number and e-mail address), (3) Company Profile, (4) The organizational structure, personnel composition and facilities of the consultant, (5) Project experience and supporting documents which can prove that the consultant meets the qualification requirements, (6) The consultant's experience in similar projects, (7) Other supporting materials that can prove the consultants are competent for this consultation task, if necessary.
 
6. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” issued in January 2011 and revised in July 2014, setting forth the World Bank’s policy on conflict of interest.
 
7. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
 
8. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Consultant Guidelines.
