China Renewable Energy Scale-up Program (CRESP) is the world's largest international cooperation program in the field of renewable energy, it is cooperated by China and the Global Environment Facility (GEF) and the World Bank, presently, phase I of CRESP has been successfully completed, we have achieved significant results in scale-up development of renewable energy.
The main objective of CRESP is, through studying and formulating renewable energy development policies, support renewable energy technological progress, establish and improve renewable energy industrial system, achieve scale-up development of renewable energy. Based on the cooperation agreement between Chinese government and GEF and the World Bank, CRESP will be implemented in 3 different phases, GEF has provided ©†40.22million as grants for phase I of this program.
Since the program was started in 2006, CRESP, Phase I has attempted to assist our country to promote establishment of policies about renewable energy, organized and implemented three types of activities, including policy study and development, technical program and provincial demonstration, from the two levels of national and regional.
In policy study and formulation, CRESP organized and implemented a series of studies on renewable energy policies, including renewable energy development objectives, regional distribution, renewable energy electricity prices, quotas, incentives, industrial management and so on, CRESP carried out 15 policy drafts, including Implementation of Renewable Energy Quota System, Renewable Energy Industrial Management Method and so on, meanwhile, this program proposed amendment recommendations to 5 supporting regulations, including the Media and long-term Development Planning of Renewable Energy, Renewable Energy Electricity price and Cost Distribution Management Method, Renewable Energy Industrial Guidance Directors, etc, formed a series of research results, proposed suggestions for the National People's Congress to modify and improve the renewable energy law, provided important reference for related national authorities to develop and improve the renewable energy laws and regulations. In practice, many policy study results in CRESP have provided intellectual support for the related national authorities to develop and improve the renewable energy laws and regulations.
In technological progress, CRESP carried out two types of progress activities, including wind power and biomass power generation. For wind power technological progress activities, through implementation of wind turbines domestication, construction of wind turbines certification and testing center, development of technical standards for wind turbines, technical study about wind power grid-connection, wind power technical talents training project and so on, it has overall supported various critical links in the development of China's wind power industry and has made great contributions to the construction of the wind power industrial system. CRESP supports the megawatts (MW) wind turbines developed by 5 wind power enterprises, such turbines all enjoy independent intellectual property rights and have arrived at international advanced level, they have played an important role in the wind power development of our country; 2 wind turbines testing and certification centers have mastered the capabilities in wind turbines testing and certification, they are able to, based on international standards, provide testing and certification services for domestic enterprises, the program helped to establish the first domestic wind power technical engineering undergraduate major, funded two agencies to carry out vocational training on wind power technicians, initially established the two-level wind power talents training system which is a close combination of academic education and vocational training, it has laid a solid foundation for the health and constant development of China's wind power industry. For the biomass power generation technological progress activities, through supporting biomass direct combustion, gasification, R &D of briquette equipments, it has greatly promoted the rapid development of China's biomass power generation industry.
For province-level demonstrative projects, the program supported the implementation of 21 renewable energy demonstrative projects in 4 demonstrative provinces, including Jiangsu, Zhejiang, Fujian and Inner Mongolia, this has laid a solid foundation of the overall promotion of renewable energy technology in our country. For example, the following projects have successively become China's renewable energy scale-up demonstrative projects, including the 30MW Intertidal Zone Pilot Wind Farm in Rudong, Jiangsu; 5MW Biomass Gasification Thermal, Power and Steam Project in Gaoyou, Jiangsu province; 205KW Low-fold Concentrating Photovoltaic Power Plant in Pingtan, Fujian province; 20MW Tidal Power Station in Jiantiao, Zhejiang Province, etc.
According to the preliminary assessment, the implementation of phase I, CRESP has increased an investment amount of 9 billion yuan in the field of renewable energy, the annually added renewable energy has created an output value of 10 billion yuan, so, this program has created excellent social and economic benefits. After the program is completely implemented, an annual renewable energy power generation about 3.5 billion kwh will be added, about 9 million tons of greenhouse gas emission will be reduced (carbon), the bioenvironmental conditions will be significantly improved.
CRESP is managed by the Ministry of Finance, organized an implemented by the National Energy Administration. Presently, phase I is under implementation, various activities designed for this program are closely combined with major work about renewable energy development specified in the "eleventh five-year", the program has played an important role in the establishment of the renewable energy laws and regulations system, made great contributions to the formulation of the complete wind power industry chain, greatly promoted the scale-up development of renewable energy in our state.
