The implementation of phase I project of the largest-scale international cooperation project of renewable energy over the world, namely China's renewable energy scale development project (CRESP)which was carried out cooperatively by China and the world bank and the global environment fund (GEF) ends smoothly, and China's renewable energy scale development has achieved important results.

Price policy, subsidy mechanism and power management system are all the topics which can not be avoided in the scale-up development of the new energy industry, they are also where the controversies lie. From concessions tender to fixed electricity price, from approval according to specific projects to “registration system”, the several changes in the roles of the National Energy Administrative experience in the course of developing new energy industry reflect its concept adjustments. However, in the eyes of Shi Lishan, deputy director of New Energy and Renewable Energy Department of the National Energy Administration, the government should respect the leading position of the enterprises in the market, in case the government can not overall plan the interests of all parties and mobilize the enthusiasm of enterprises, all policies, no matter how wonderful they are, will not be completely complemented. Shi Lishan advocates “implementing concepts in practices”, while learning and studying foreign policies about renewable energy in developed countries and what's ensured their rapid development is undoubtedly an important way.

Recently, the first phase of China Renewable Energy Scale-up Program (CRESP) in collaboration of China and the World Band and the Global Environment Facility (GEF) was successfully completed. CRESP, Phase I involved $ 40.22 million grants and $200million loans, the program was designed to, through research and development of renewable energy development policies, support renewable energy technical progress, establish and improve renewable energy industrial system, achieve the scale-up development of renewable energies. When CRESP initially entered China, our new energy industry was still immature, while today, this program has become the world's largest international cooperation program in the field of renewable energy. Of course, the kindness of the World Bank does not mean charities without any reason, what's the secret in the success of CRESP? Han Wenke and Wang Zhongying who have participated throughout the program will describe such reasons in the following.

Recently, the first-stage of CRESP which is under centralized management of Financial Ministry and executed by National Energy Administration has been successfully completed. According to the initial assessment, the execution of the first-stage will bring about above 9 billion Yuan of new investment to the field of renewable energy in China and more than 10 billion Yuan of newly-increased renewable energy assets each year. After the execution of all the programs, the annually increased power generated with renewable energies will increase to nearly 3.5 billion kilowatt-hours and the reduction in the emission of greenhouse gases (on the basis of carbon) will reach about 9 million tons.

October 19~21, 2011, during China Wind Power 2011 in Beijing, National Development and Reform Commission Energy Research Institute, the CRESP and RED jointly attend the China Wind Power 2011 in Beijing. PMO organized the design and exhibit booth, arranged the experts group in reception, and visitors communicate during this exhibit.

The WTTT of CRESP gives support to Shanghai Electric Windpower Equipment Co., Ltd in the research and development of 2MW doubly fed induction windpower machine set with independent intellectual property right. On November 5th of 2011, this machine set (W2000-93) acquired officially the authentification certificate from the world famous blower certification company TUV NORD. It becomes the first windpower machine set in China to win the international authentification certificate.
