In order to validate and check the necessity of the rehabilitation, and fully and rationally evaluate the efficiency of rehabilitated stations or the expected efficiency of the stations to be rehabilitated, in this phase, the Methodology Report that tested by samples and refined is adopted to evaluation.

In order to evaluate the rehabilitated projects completely, impersonally and equitably, standardize the behavior, and improve the effect, and in order to promote the standardization of the evaluation of the projects to be rehabilitated, provide the evidences for decision-making, and fulfill the optimization of the benefit for utilizing the fund, thus the Methodology Report (Here-in-after called MR) is developed.

To evaluate the performance of rehabilitated plants in a reasonabe and comprehensive way so as to provide reference for decision-making on projects to be rehabilitated, improve the management of small hydro plants rehabilitation, enhance the investment and its performance, and promote the sound development of small hydro rehabilitation, Zhejiang Water Conservancy And Hydropower Project Audit Center (here-in-after called AC), consigned by PMO, undertakes the task of preparing the Methodology Report (Here-in-after called MR).

Collect data about representative individual stations, cascade stations, series small hydro group, especially details as follows, taking typically cascade developed small hydro group in Lishui, Zhejiang as example: 􀁺 General and characteristic information about the reservoirs and stations, including storage capacity, water level characteristic curve, etc. 􀁺 Historical data such as rainfall, inflow, surplus water, power output, etc.

Zhejiang provincial new energy small hydropower development is a component of China Recycled Energy Scaling-up Program (CRESP). The program is composed of 7 newly built subprojects and 11 rehabilitated subprojects. The 7 newly built subprojects and 1 rehabilitated subproject needed less amount of land acquisition. Zhejiang Provincial Project Office prepared a framework of resettlement of Project Implementation Plan (PIP) for the 8 subprojects with resettlement problems. These subprojects' employers have prepared resettlement action plans (RAP) as specified in the framework, which have been submitted to and approved by the World Bank.

Therefore, Zhejiang Provincial New Energy Small Hydropower Development Financed by the World Bank consists of actually 16 small hydropower stations, in which 13 stations have been completed, the remaining Wencheng Xiaojiuxi, Xianju Yuxi and Xianju Hebu are under construction.
